User guide: fix typos, broken links and stale labels - #5709

- Index: repair six broken links (editing/reactivating partners, distributions by county, donation sites, inventory adjustments, the two mailer pages), fix numbering, add the reminder emails page. - Rename the two mailer preview files with odd names (a comma instead of a dot, and a capital P). - Fix bare or wrong links on the Donations, Purchases, Storage Locations, Kits, Partner Groups, Partner Statuses, Request Cycle and Barcodes pages, and point anchors at the right sections. - Fix spelling and punctuation (dashbboard, Pequests, alloocation, organizaation, cliock, Gorm, Drivess, Organisation, a dropped 'T', duplicated half-sentences) and admonition tags (WARN/INFO/Note). - Match button and status names to the app (New Partner Agency, New Announcement, Edit Partner Profile, Awaiting review, Log Out, Donations - Manufacturer, Partner approved!).
