docs: complete quick start guide

This PR completes the English and Chinese quick-start guides so users can install Rstack, discover the available CLI workflows, and configure a project from one page. It adds runtime preparation, package-manager commands, CLI summaries, and aligned app, test, and lint configuration examples while keeping both locales structurally synchronized.
