New rr get-grpc-tools downloads buf, protoc and protoc-gen-php-grpc (everything buf generate needs) into --location, honouring --os, --arch, --stability; --buf (default ^1), --protoc and --plugin (default: the RoadRunner line, as for download-protoc-binary) override the versions.
download-protoc-binary keeps working and is marked deprecated in its description and the README.
get is now an explicit alias of get-binary: as a Symfony abbreviation it became ambiguous with get-grpc-tools.
How it works
protoc follows the project's protobuf runtime: since protobuf 21 the PHP runtime minor is the protoc major (3.21 → ^21.0, 4.33 → ^33.0, 5.36 → ^36.0); up to 3.20 both shared one version (~3.20.0). The decision is printed, e.g. google/protobuf v5.36.2 -> protoc ^36.0.
The runtime is google/protobuf from the project's own vendor/composer/installed.php (working directory, vendor-dir/COMPOSER_VENDOR_DIR honoured), then Composer\InstalledVersions of the running installation, then ext-protobuf; none or an unparsable version → latest protoc and a warning.
When the derived constraint cannot be installed, the command fails and suggests --protoc=<constraint>; the other tools are still installed.
Review notes
DLoad 1.19 cannot pick protoc on macOS or Linux arm64: protoc names those assets osx-* and aarch_64, which DLoad's OS/arch detection does not recognise, so the strict selection drops them. Linux x86_64 and Windows work. Needs a DLoad fix and a constraint bump.
The calendar <2000 bound and the * → >=3.0 mapping now apply only to rr and protoc-gen-php-grpc; otherwise --buf=* would have become >=3.0.
With RR_GITHUB_API_URL pointing at GitHub Enterprise, buf and protoc are taken from that server too.

Documentation
README: a "gRPC tools" section and the command in the Commands list.
Summary by CodeRabbit
New Features
Added a command to install buf, protoc, and the PHP gRPC plugin, with version options and runtime-aware protoc selection. If no suitable runtime version is detected, the command warns and selects the latest version.
Existing binaries are preserved unless you confirm an overwrite.
Added the get alias for the existing binary download command.
Documentation
Added gRPC tool installation guidance, version defaults, options, and download requirements.
Marked the standalone protoc download command as deprecated and directed users to get-grpc-tools.
docs: deprecate download-protoc-binary in favour of get-grpc-tools
`buf generate` needs buf, protoc and protoc-gen-php-grpc, and protoc has to match the protobuf runtime: since protobuf 21 the PHP runtime minor is the protoc major. The command derives the protoc constraint from google/protobuf installed in the project (read from the project's own installed.php, so a global or PHAR installation of this tool still sees it), then from ext-protobuf, and falls back to the latest protoc with a warning.
`get` becomes an explicit alias of get-binary: as an abbreviation it would now be ambiguous. Wildcards and unbounded constraints get the calendar bound only for the RoadRunner software, so `--buf=*` is not turned into `>=3.0`.

The CLI adds get-grpc-tools to install Buf, Protoc, and the PHP gRPC plugin. It selects Protoc versions from detected protobuf runtimes or explicit constraints. DLoad gains Buf and Protoc download support, and the README documents the command and the deprecated alternative.

Update DLoad before release: protoc cannot be selected on macOS and Linux arm64.
DLoad 1.19.0 does not recognize the osx-aarch_64 and linux-aarch_64 asset names used by protoc releases. The command therefore returns FAILURE on these platforms. Its error suggests changing --protoc, but that does not correct the asset-matching problem.
Update the DLoad constraint to a release that recognizes these asset names. If no such release is available, document the limitation in the README.

An empty value turned into `*`, so `--plugin=` left the RoadRunner line and `--buf=` pulled buf 2.x.

…ectory
A loaded ext-protobuf defines the Google\Protobuf classes, so the google/protobuf package is never autoloaded and protoc has to follow the extension. The project is found as Composer finds it: the nearest directory up with the manifest named by `COMPOSER`, so the command also works from a subdirectory such as `proto/`. The acceptance tests that rely on the project's google/protobuf skip when the extension is loaded.
Assisted-By: Claude Opus 5.5 <noreply@anthropic.com>
The buf fixture listed only the archives, while real releases also ship bare binaries, protoc-gen-buf-* plugins and checksums, so the asset selection among them was untested.

Expand $HOME in vendor-dir.
If a project sets "vendor-dir": "$HOME/deps", vendorDir() treats $HOME as a relative directory name. fromProject() then misses that project’s installed protobuf runtime. The command can select an unrelated runtime or fall back to the latest protoc. Expand $HOME as well as ~/ before resolving the vendor path. Composer supports both forms. (getcomposer.org)

Clear COMPOSER_VENDOR_DIR from $_ENV during test setup.
Environment::get() prioritizes $_ENV over $_SERVER. If the test process inherits $_ENV['COMPOSER_VENDOR_DIR'], the fixture's $_SERVER['COMPOSER_VENDOR_DIR'] = 'deps' is ignored. fromProject() then reads the inherited vendor directory, so the assertion can receive the wrong version or null.

Keep the standard protobuf include files when installing protoc.
The protoc download uses a binary-only rule. RuleExtraction extracts only entries that match that rule, so include/google/protobuf/*.proto is not written to $target. protoc looks for well-known types in the include directory next to its executable. On a fresh install, an import such as google/protobuf/timestamp.proto can fail with "File not found."
Download protoc as a full archive, then move only the executable into $target:
Set the protoc download action to type="archive", with the same version and extract path.
After extraction, move bin/protoc to $binary on Unix-like targets. On Windows, move bin/protoc.exe to $binary. $binary already ends in .exe on Windows (line 99), so use it as the destination. Do not use $target/protoc for Windows.
Keep $target/include. protoc finds it from the executable directory.
