chore: add The Company Company environment config

Adds .company/environment.json so The Company Company can build and run this repo in cloud environments.

• install: Node 22 via NodeSource, pnpm pinned to 10.13.1 via corepack (per the Dockerfile note: pnpm 11 makes ignored build scripts fatal), pnpm install --frozen-lockfile, pnpm build
• prepare: fast idempotent pnpm install --frozen-lockfile
• start: Astro dev server (pnpm dev)
• env: NODE_OPTIONS=--max-old-space-size=4096 (the client vite build exceeds Node's default 2GB heap) and PUBLIC_SITE_URL=https://rivet.dev

Verified by running the install command to exit 0 in a clean Ubuntu 24.04 sandbox (448 pages built).
