Cython/C++ extension over numpy; no SIMD or architecture-specific code (a local pip wheel build confirms it compiles cleanly). Matches upstream's own build_wheels.yml: no cibuildwheel test-command, since tabmat (a hard runtime dependency, tracked separately in docs/packages/tabmat.yaml) has no riscv64 wheel yet. Wheel contents (both extension modules and the license files) are asserted directly instead.
