Subject: [PATCH] ship annoy's Apache-2.0 LICENSE in the wheel's dist-info

setup.py compiles openTSNE/dependencies/annoy/annoymodule.cc against the
vendored annoylib.h/kissrandom.h/mman.h into openTSNE.dependencies.annoy.annoylib
for the approximate nearest-neighbour search. Those headers are
spotify/annoy (Copyright (c) 2013 Spotify AB), Apache-2.0, and each file
carries the notice only as a comment pointing at the License; no LICENSE
file for annoy is vendored alongside them.

setup.py has no license_files= override, so setuptools' default
LICEN[CS]E*/COPYING*/NOTICE*/AUTHORS* root glob is what ships the
project's own LICENSE; it never reaches into
openTSNE/dependencies/annoy/. Reproduced against the real
opentsne-1.0.4-cp312-cp312-manylinux_2_24_x86_64.manylinux_2_28_x86_64.whl
from PyPI, dist-info/licenses/ carries only openTSNE's own BSD-3-Clause
LICENSE -- annoy's notice is compiled straight into the extension and
shipped with no attribution at all.

Adding the license text at the project root as LICENSE.annoy is picked
up by that same default glob with no packaging change, landing it in
dist-info/licenses/ alongside the project's own. The copyright line
reproduces the notice the vendored headers actually carry (Copyright
(c) 2013 Spotify AB), not spotify/annoy's current LICENSE (Copyright
2021 (c) Spotify and its affiliates) -- the vendored copy predates that
update.
