Summary

Context

Migration of the remaining core dev server endpoints from @react-native-community/cli-server-api into core (community-cli-plugin).

Clean up intended to pair with react/react-native#59665, which stops start loading createDevServerMiddleware. Must land in the same React Native version, and is breaking on the CLI side.

Remove @react-native-community/cli-server-api, and the createDevServerMiddleware export from @react-native-community/cli. After the previous diffs, it holds only routes that nothing current depends on:

• Deprecate cli-server-api on npm once this ships.

Test Plan

✅ Clean, and 298 tests pass; the one lint warning is in a file this change does not touch.

End to end with react/react-native#59665, start run from this CLI build: see that PR's test plan, which compares every removed route before and after on RNTester and checks that the routes core serves still answer.
