Switch VC4 driver to using CEC helpers code, simplifying hotplug and registration / cleanup. The existing vc4_hdmi_cec_release() is kept for now.

This is in 6.19 and later trees, but 6.18 missed the cut.

It looks like the framework changes should have made it for 6.18 (https://lore.kernel.org/all/174778079318.1447836.14176996867060604138.b4-ty@oss.qualcomm.com/), but vc4 didn't (https://lore.kernel.org/all/175796184948.521303.17608117947720640916.b4-ty@oss.qualcomm.com/).

Backporting this one should be safe.
