Clarify simplification scope and relax worker status tables

Changes

• Clarify that pare applies its ordered simplification ladder to each material candidate, rather than suggesting the audit ends after the first reduction.
• Let pepeye report useful worker status in prose or a table. Keep worker identity, model/effort, status, responsibility, and uncertainty guidance without mandatory repeated tables or a closure table.
• Add a patch changeset. No routing, authority, delegation, or skill-identity changes.
