go executor: skip invalidation delay after task completion

Summary

• keep the filesystem propagation wait on watcher-driven invalidation planning
• skip that 1s wait after ordinary successful task completion so dependent tasks can start promptly
• make the invalidation test explicitly watch-mode and add a regression test for dependency startup latency
