Skipping merging master before merging this PR:
- GitHub reports PR 6166 as cleanly mergeable, and the effective PR diff remains unchanged. I also did a local merge master, to be extra sure.
- Skipping another CI run: The final remote head passed, including the new GraalPy 25.3 jobs on Linux and macOS.
- The only newer master changes are CI maintenance and automated formatting, so the risk from not testing the exact local merge tree is very low.

Add GraalPy 3.13 (25.3) for testing in CI. I'm keeping GraalPy 3.12 (25.0) as that is a supported LTS.
