feat(import): add resumable deferred file recovery

Summary

• recovers deferred and terminal import outcomes without requiring users to start over
• retries source inspection and known-series reconciliation through resumable background work
• keeps protected, ambiguous, conflicting, and unsafe files in follow-up instead of guessing
• refreshes completed-import cleanup counts and documents the recovery workflow

Why

Large Mylar imports can leave thousands of recoverable files deferred after transient inspection or legacy matching failures. This gives those files bounded, restart-safe recovery while preserving source files and requiring manual review where identity is not exact.

Validation

• make ci-full
• 11,220 core tests passed with 91.03% coverage
• 25 accessibility checks passed
• Chromium: 564 passed, 2 skipped
• Firefox: 564 passed, 2 skipped
• container vulnerability scan and 7 smoke tests passed

Notes

• ambiguous identities, safety blocks, and conflicting ownership remain manual follow-up
• recovery checkpoints are persisted so interrupted batches can resume safely
