• keep recovery blocked for active control, rollback, archived, or incomplete jobs
• recover health-result persistence from poisoned database transactions after timed-out checks
• document and test the terminal recovery eligibility contract

• focused recovery, health, UI, API, and integration suites passed
• make validate: 11,167 passed, 13 skipped, 1 expected failure
• mandatory commit hooks passed
