Change wget to a required dependency for all OSes because it is needed when running
./libcxx.sh.Added Fedora and Mac OS dependencies for working with decrypted sprx files on the optional line.
Moved Ubuntu/Debian dependencies for working with decrypted sprx files into the Ubuntu/Debian 'optional' line, to make it more consistant with how OS optional dependencies are now laid out in the readme.
