- improve the CI environment, to force strawberry for versions where shogun's precompiled perl has threading issues - improve Notepad.pm::_new() to more-reliably initialize scintilla hwnd values, even when N++ slow to initialize - disable the npp-menucmd plugin-button-push tests, as they are not reliable in CI environments with newer perls

CI enabled and works on 5.14 with shogo's no-strawberry choice, and both 5.36 and 5.40 using shogo's strawberry
