Speed up recognition filters and align database UI

Summary

• pause live polling while filter controls are open without changing the Live updates preference
• apply optimistic URL-backed filter state and a cancelable search debounce
• add camera, tag, review-status, and direction filter indexes
• rename the Recognition Feed Occurrences column to Count
• align Database and Download filtering, page-size placement, and conditional Clear filters behavior
