Bump @profullstack/throttle to 0.4.0 (5x headroom) - #37

0.4.0 multiplies every configured limit by a default headroom of 5, leaving brute-force guards (credential: false, auth paths) unchanged. Users were being throttled for normal heavy use. Config numbers stay as they are. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

Users were throttled for normal heavy use. throttle 0.4.0 adds
headroom(default 5): every configured limit is multiplied by 5, except brute-force guards (credential: false/guard: truerules and auth-looking paths). No site numbers change: default 100/min becomes 500 effective, credential 600/1200 becomes 3000/6000, /mcp 600 becomes 3000; the/auth/and/api/auth/guards stay at 10.apps/webspec^0.3.4->^0.4.0, bun.lock resolves 0.4.0 (x402-gateway ^0.13.1 is within its range)bun test: 77 pass, 0 fail🤖 Generated with Claude Code
