A tri-state parent (hard default 'collapsed') now turns its dependents off only at 'off'; a two-state parent still does at anything but 'on'. Adds a Dependencies section to the feature-flags page, splits the runtime and dependency steps in the resolution-order sketch, and lists the seven tri-state flags instead of 'roughly 8-12'.
