Implements the production ACP runtime factory and worker/session coordinator, durable prompt receipts, schema-v27 permission decisions, lifecycle/generation fencing, fail-closed shadow semantics, private structured event ingestion, and ACP policy documentation. Depends on jerryfane/herdr#30 and luminexord/herdres#241. Reviewed gates include 799 broad Tendwire tests, 136 daemon tests outside the socket-restricted sandbox, 28 permission/coordinator tests, and 257 shadow/ingestion tests. Do not promote ACP to the live default yet: install adapters, explicitly register ACP-owned workers, and run isolated preferred/required canaries first; raw thoughts/tools/plans remain private rather than user-visible.
