[Bug]: Layout shift when file tree is loading in right sidebar's 'Files' tab

Open files tab for any session, try to load file tree(s)

Expected behavior

Loads without layout shift

Actual behavior

The loading text moves file/folder names up down

Tracked by open PR #13904 (fix(web): loading no longer shifts the Files tree), which keeps the "Loading files…" status out of layout once the tree has rows so folder names stop jumping on refresh/expand/search.

That PR now has Closes #14066.
