There is a conflict in some cases where some fields depend on unique as a descriptor and toggle for support ForeignModelField targets, but the field doesn't actually need to validate its uniqueness (e.g. Service actions). This commit allows those cases to opt into skipping unique validation.
This interface isn't created by default so we shouldn't assume it's present during this test.
Previously, each firewall rule would set it's tracker value to the current timestamp. However, replace_all was fast enough that multiple rules could obtain the same timestamp/tracker. This could break some of the state tracking features in pfSense. This commit ensures trackers are fully randomized during replace_all, and also allows clients to set the tracker if they want to retain existing tracker IDs.
