Bug: Missing Policy Rules in Terraform Export

Problem
Terraform export only generates roles and resource sets but missing the actual permitio_condition_set_rule resources that represent checked permissions in the policy matrix.

Expected Output
Should include rules like:

resource "permitio_condition_set_rule" "allow_member_to_make_changes_in_region" {
  user_set     = "member"
  resource_set = "No_approval_In_Region_Change"
  permission   = "change:make"
  depends_on   = [permitio_role.member, permitio_resource_set.No_approval_In_Region_Change]
}

Impact
Policy exports are incomplete and cannot be properly imported.

I can take a focused pass on this if maintainers are comfortable assigning it.

Quick source trace before touching code:

• source/commands/env/export/templates/condition-set.hcl already has a permitio_condition_set_rule template.
• Example templates such as source/templates/gateway-api-authorization.tf already show the desired Terraform resource shape.
• The likely gap is in the export orchestration/data collection path rather than in Terraform syntax itself.

Proposed scope:

1. Trace the existing permit env export terraform generator list and the condition-set data shape.
2. Add or wire a generator path that emits non-autogenerated permitio_condition_set_rule resources.
3. Add a fixture-level regression test asserting the Terraform output includes a rule with user_set, resource_set, permission, and depends_on.

I saw the contributing guide asks contributors to get approval/assignment before starting work, so I will wait before opening a PR. This would be Codex-assisted, but I will manually review the patch and keep it scoped to the export gap above.
