Converts from Polar to Cedar language for policy handling. We are checking in the schema file as codebase constructs entities that must match that schema. The policy though is a deployment specific artifact. A companion PR in our services repository contains the matching policy.
The larger part of this PR are tests that were put together with the assistance of Claude. Generally they are tests of the existing behavior, but there were a couple edge cases caught to improve hardening.
