Backend half of frontend-ohack.dev#359.
- GET /api/problem-statements/<id>/helpers: one row per person from the
append-only helping history (earliest timestamp -> since, latest type
wins, junk dropped, oldest first), name/nickname/profile_image attached
with a single get_all, counts {hacker, mentor, total}. Public-safe field
set (same as team rosters). 60s TTL cache cleared on every toggle; 404
for unknown ids.
- save_helping_status: a returning helper's entry is updated in place
(role switch keeps their original since) and their legacy duplicates are
collapsed, instead of appending another entry per click.
- Tests: api/problemstatements/tests/test_helpers.py.
