yep main is now 19 and will be using master going forward
we have dicussed doing this once main was swaped to the next major release so doign this now before beta is correct

Since Gazpacho release, Watcher implements service monitors to properly manage services monitoring and acts upon failures detection for the applier and decision-engine. This allows to cleanly run multiple instances of those services Given that, main branch is intended to be used with versions newer than gazpacho, I'm moving the max replicas value to 32 unconditionally.
