Provide a detailed description of the proposed feature.

1. The observed_generation_values table should also track created_timestamp_utc. This should be returned in the GetObservationsAtTimestamp and GetObservationsAsTimeseries responses, alongside the rest of the information.

2. The week long limits should be upped to month-long in the GetForecastsAsTimeseries and GetObservtionsAsTimeseries proto validations.
