Why

Two spots in the OMP plugin UI leave users guessing:

  • Session toolPolicy is rejected at startup, but nothing in the UI says so or points to paseoTools / disallowedTools.
  • The quota pill reads like a live figure. It is the last recorded usage from the local agent database.

Change

  • Add a fail-closed "Tool access boundary" card to the Plugin tab, and a sentence in docs/configuration.md pointing to it.
  • Say in the quota pill title and popover that quotas are last recorded usage, not read live. The pill label itself is unchanged.

No protocol or server behavior changes.

Verification

  • npm run typecheck, bun x biome check . clean.
  • bun x vitest run: 848 passed, 7 skipped, 0 failed.
  • UI: ran an isolated daemon (own home, loopback host), installed this checkout, and loaded the OMP Plugin tab. The card renders after the launch options section.
  • Not UI-checked: the quota popover note (needs a live omp-plugin agent). It is static text.
