Sets target-branch: "staging" on every Dependabot update entry (.github/dependabot.yml:changed 1 ).

Dependabot PRs went straight to the default branch, so their changes skipped staging and the next squash release (main replaced by staging's tree) deleted them. From the next release of nyuchi/.github, the enterprise release check also refuses PRs into main that do not come from staging or release/*, so an untargeted Dependabot PR would go red anyway.

🤖 Generated with Claude Code

Dependabot defaulted to the default branch, so its updates landed on
main without passing through staging, and the next squash release
(main replaced by staging's tree) erased them. Every update entry now
sets target-branch: staging; updates reach main with the next release.
