Restriction to allowed users/groups is not working on public share

Steps to reproduce

1. Nextcloud Hub 10 - 31.0.5
2. Mindmap 0.0.33
3. Restrict app to some users/groups
4. Create a public share with rights to write
5. Open the public share in a browser not logged in

Expected behaviour

no public access to the app

Actual behaviour

everyone can open the public share, create a new mindmap and open it
