Pre-merge integration candidate for GeoSync dopamine component hardening v2.
This PR adds a bounded, evidence-gated dopamine component surface: semantic contract, contract checker, claim-promotion gate, deterministic evaluation harness, SLO telemetry catalog, cognitive-value metrics, security provenance gate, benchmark scaffold, pytest smoke tests, and commit acceptor coverage.
Claim boundary
Allowed: structural / research-gated dopamine component with bounded cognitive-value telemetry for human, system, repository, and research utility.
Forbidden: market-edge, biological-replication, autonomous financial-intelligence, anchored-alpha, or empirical-superiority claims.
Integration verdict
Not merged. Do not merge unless all required GitHub checks on the current head are terminal green. Earlier red classes were python-quality and secrets-supply-chain; the current head includes a telemetry formatting patch and is being replayed by CI.
Review focus
Dopamine semantic contract correctness, claim-promotion fail-closed behavior, bounded cognitive-value telemetry semantics, artifact reproducibility, and absence of unsupported claims.
