CMR-11342: version bumb for jackson-core

Overview

increasing the version number of the Jackson core library. This library has already been updated before to use the parent project.clj file, so very little was needed to be changed.

• New and existing unit and int tests pass locally and remotely
• My changes generate no new warnings
