- renovate.json: regex manager for ARG DOCKER_VERSION (docker/cli tags, stable only). Most HIGH alerts in the Security tab are in the pinned Docker packages, which a rebuild does not update. - scan.yml: PR title and commit say "rebuild" (not "security rebuild") for a forced run without fixable CRITICAL findings.
