IMO these are not valuable enough to be in the README.
This phrases seemed misleading since libmongocrypt is not a driver.
libmongocrypt-all.tar.gz is planned for removal in MONGOCRYPT-894

Adding an AGENTS.md for MONGOCRYPT-955 led me to revise and organize README.md. I separated the README.md changes to simplify review.
Commits describe the changes. Notable changes:
cmake --buildandcmake --install).libmongocrypt-all.tar.gz, as that is planned for removal in MONGOCRYPT-894.
