• Centralize environment and package manager IDs in src/common/constants.ts and replace duplicated IDs in routing, default preferences, and test fixtures.
• Include the newer pip and uv package-manager IDs while preserving main's environment-manager backend split.
• Preserve existing manager ID values, defaults, and telemetry behavior. Manager-ID normalization, hashing, and allow-listing are deferred to a follow-up.

VS Code integration tests were not run, so verification is partial.
