This PR combines the ICU 78 data-file update into one master-targeted review instead of keeping the previous generated-data stack split across #180, #181, #182, #183, and #184.
Scope:
icu/icu4c/source/data/**/*.txticu/icu4c/source/data/**/LOCALE_DEPS.jsonSource of truth for the file contents is the current ICU 78 data branch state at
origin/user/aoruganti/icu78-data-remaining. The staged result was verified to match that branch for the included data paths.#180-#184 are left open temporarily for correlation while this replacement PR is reviewed.
