Adds openkal-linux 0.24.1 for all three descriptor hosts and moves the conditional Linux dependency in the openkal smoke member to the release. Read-only confinement now requires Landlock ABI 3, which can restrict file truncation; older ABIs refuse a confinement request. The ABI cache uses atomic reads and writes.

Source PR mcpplibs/openkal-linux#49 passed both compiler CI jobs, including conformance, surface and independence checks.Local validation passes Lua syntax, identity, mirror URL and duplicate-version checks, and the current mcpp xpkg parser. A real
mcpp test -p openkalresolves the new 0.24.1 index entry and passes its smoke program. All applicable PR checks remain required before merge.Tracks mcpp-community/mcpp#885 (security review). Published older entries remain unchanged.
