Summary

This PR records the outcome of release train 4's GUI UX lane in devlog/_plan/260927_release_train_4/gui-ux/. It is docs only; no source changes.

Verification

• The verification checkout at /private/tmp/t4-gui-ux-verify merges this branch into current dev (2115563ca6). On that tree, bun run structure:check, bun run privacy:scan and bun run typecheck pass, and bun test tests/test-layout.test.ts tests/ci-workflows/file-size-ratchet.test.ts tests/ci-workflows/repo-hygiene.test.ts gives 26 pass, 0 fail.
• Per the coordinator's train-4 merge rule, per-PR Cross-platform CI is not awaited. The coordinator runs it once on the final dev.
• No unpublished security detail appears here. The feat(dashboard): opt-in remember admin token on this device for standalone sign-in #4649 security notes stay in ignored scratch.
