Overview
Updates the Run on emulator step in .github/workflows/run.yml to use reactivecircus/android-emulator-runner v2.38.0 (pinned commit a421e438…) instead of v2.37.0.

The emulator script (APK install, launch, UIAutomator check) is unchanged; upstream v2.38.0 mainly bumps bundled Android SDK build tools to 37.0.0.
