Allow a Cursor CLI primary to acquire the fleet lock and report as cursor, without claiming a verified launch template yet.
Crewmates were stalling on workspace trust prompts and waiting for a pasted brief. Add a provisional fm-spawn template so `cursor` launches agent with autonomy, trust, and the brief as the initial prompt.
