fix: align custom image and build template OpenAPI

Summary

• Align custom image and build template OpenAPI with CLI and MCP usage.

Main Changes

• Remove image_type and exclude Sonar images from build image operations.
• Prevent deleting images or Dockerfile templates referenced by build templates.
• Preserve mutation error contracts and report missing Dockerfile reads as not found.
• Add Dockerfile template CRUD and read-only build tool options.
