Update Kobiton CLI docs: CLI sessions are now supported on public cloud devices (KOB-54033 lifts the API restriction). Correct the outdated "Public devices are not supported" note in set-up-cli and use-the-cli, and add a note about listing public cloud devices with --cloud.
