fix(deps): pin boto3-stubs to 1.43.114 - #66

The rebased Dependabot bump landed boto3-stubs 1.43.118, which was published on 2026-10-22. Releases younger than seven days are not adopted yet. Pin 1.43.114 (published 2026-10-14) instead; it also matches the pinned boto3 version.

Summary
The rebased Dependabot bump (#65) landed boto3-stubs 1.43.118, published on 2026-10-22. Pin it to 1.43.114 (published 2026-10-14), which also matches the pinned boto3 version. Newer stubs will arrive with a later Dependabot bump.
