Bump init and analyze together; CodeQL fails when the two steps run different versions, which is why the per-step Dependabot PRs could not pass.

Bump github/codeql-action init and analyze together from 4.37.9 to 4.38.0.
Why: Dependabot opened one PR per step, and CodeQL refuses to run when init and analyze are on different versions, so both of those PRs fail CI and neither can merge on its own.
Both steps move in one change.
The error from the split PRs was:
Things that are fine as they are. Nothing else in the workflow changes. The grouped Dependabot config now on main keeps future github-actions bumps in one PR, so this split will not recur.
