Add Markdown output to dispatch notes #433

dispatch notes prints plain text. Add a --markdown flag so saved notes can be pasted into Markdown surfaces without reformatting.

Acceptance criteria:

• dispatch notes --markdown renders notes as Markdown.
• README and man page document the flag.
• Tests cover the Markdown output.
