Enables GitHub Dependabot for this repository by adding a basic configuration to open periodic dependency update pull requests for Python (pip) dependencies.
Changes:
- Add
.github/dependabot.ymlwith a monthly schedule for pip dependency updates. - Limit Dependabot to at most 5 open update PRs at a time.
