Batched rather than merged individually because all five Python floor bumps raise a floor ABOVE what services/api/requirements.lock pins, and test_lock_satisfies_requirements checks precisely that: merging any one alone reddens main until the lock is recompiled. They also resolve through the same lock, so merging singly would have recompiled it four times.

The lock in #368 was compiled by .github/workflows/lockfile.yml in python:3.12-slim — it cannot be regenerated correctly on a Windows dev machine (uvloop has no Windows build; colorama is absent from a Linux-compiled lock). 110 pins in, 110 out, five changed. The API test gate passed against it.
