Resolve spec home: standards/CONTRACTILE-SPEC vs create k9-svc

Decide where the canonical K9 contractile specification lives:

• Option A — pin docs/CONTRACTILE-SPEC.adoc in hyperpolymath/standards (current pointer).
• Option B — create a dedicated hyperpolymath/k9-svc repository to own the contractile spec.

Until resolved, the TODO-tag pin stays in place and k9-svc remains a (related ...) future reference in .machine_readable/6a2/ECOSYSTEM.a2ml (never a member). Recorded in CLOSE-OUT.md, ROADMAP.adoc, and META.a2ml (ADR-004).
