Fix proposal card pill overflow

Summary

Fixes long proposal/feed card pills so labels such as proposal deliberation thread cannot overflow their chip or overlap neighboring pills.

What changed

• Added a shared overflow/ellipsis contract to Chip.
• Forwarded stable titles through StageChip so truncated stage text remains inspectable.
• Constrained hint-wrapped stage labels inside their chip.
• Adjusted GlassyRecordCard aside columns so meta, stage, date, and chevron occupy bounded slots.
