Summary

• Set Capsule controller-manager default resources to request 23m/283Mi and limit 100m/768Mi.
• Set capsule-proxy default resources to request 15m/100Mi and limit 100m/256Mi.
• Render defaults through mergeOverwrite so user Helm values layer over stack defaults.

Validation

• make test: 10/10 passed.
• make render:all passed.
• make validate:all passed.
• hops config install --path . completed with local build dev-17eee0515f30.
• colima TenantStack default/pat-local is Synced=True Ready=True after reinstall.
