docs: every document in English and Russian, the plan translated - #18

IMPROVEMENT_PLAN.md is now the English translation of the plan and the Russian original moved to IMPROVEMENT_PLAN.ru.md; both keep the same sections, checkboxes and decision numbers. CONTRIBUTING, ROADMAP, SECURITY, desktop/README and the READMEs of spec/ got Russian versions. Every pair has a language switcher at the top, and the links of each version lead to documents in the same language. CONTRIBUTING says a change updates both versions of a document.
